Helsinki Plans 8,000+ New Homes Across Kalasatama, Jätkäsaari, Four Suburbs

Helsinki sets a minimum target of 8,000 new homes each year starting from 2023, with urban infill directed at Malmi, Mellunkylä, Pohjois-Haaga and Vuosaari. This figure forms the baseline for all current district projects and guides how quickly housing stock can expand in designated renewal zones.

Annual Construction Target and Infill Focus

The 8,000-home annual goal drives decisions on where new units appear first. Urban infill receives priority in Malmi, Mellunkylä, Pohjois-Haaga and Vuosaari, areas already identified for concentrated development. These locations allow the city to meet the yearly quota without expanding into greenfield sites.

District Capacities and Completion Dates

Kalasatama covers 170 hectares and is planned for 30,000 residents once finished by the end of the 2030s. The same project expects delivery of 700 new homes during 2025. Jätkäsaari, converted from former port land, continues construction through the end of the 2020s with full completion scheduled for 2030. Suburban regeneration areas Malminkartano, Kannelmäki, Malmi and Mellunkylä are designated to increase their housing stock by one-third by 2035.

Infrastructure Cost and Phased Openings

The Crown Bridges project carries a €300 million price tag and will link neighborhoods with new tram, cycling and pedestrian routes. Cycling and pedestrian paths open fully in 2026, while tram service begins in 2027. These dates align with the housing delivery schedules in the connected districts and support the city’s overall growth targets.
