Helsinki City Council last night approved plans for the Pasila Gateway, a sprawling new development that will bring offices, rental apartments, and retail to a strategic site just over two kilometres north of Helsinki Central Station. The vote paves the way for developer YIT to break ground on the €700 million project in early 2027, with completion targeted for 2031.
The Pasila Gateway project is the largest privately led development approved in the city centre in nearly a decade, arriving as Helsinki confronts surging demand for centrally located housing and office space. The new complex, which will rise beside the Mall of Tripla and the busy Pasila railway hub, signals the city’s push to densify around public transport links while steering growth away from historic neighbourhoods where new construction faces stiff resistance.
"Adding thousands of jobs and hundreds of apartments right at the crossroads of the city is a game-changer for how Helsinki grows," said Timo Laakso, director of city-planning at Helsinki City Group, after the decision. Notably, 25% of the 850 planned residential units will be reserved as regulated rental housing managed by Heka, the city’s public housing provider, aiming to tamp down rising rents around the city core.
Located between Pasilankatu and Ratapihantie, the 4.2-hectare site currently houses surface parking and several low-rise commercial buildings earmarked for demolition later this year. The approved plan includes three high-rises up to 30 storeys—making them the tallest in the Pasila district—plus new plazas connecting to the Tripla shopping complex and Pasila rail station. Partners on the project include YIT, Citycon (co-owner of Mall of Tripla), and Helsinki Region Transport (HSL), which will create new tram stops on both sides of the development.
In addition to office towers, the plan features more than 42,000 square metres of flexible co-working and enterprise space, in response to demand from tech companies clustered along the "Silicon Pasila" tech corridor between Iso Paja and Televisiotalo. A three-level underground garage is projected to add 620 parking spaces, while a direct tunnel for service vehicles will help alleviate surface traffic pressure on Pasilansilta.
According to municipal figures presented at Tuesday’s council session, rents in the immediate area have jumped 17% since 2022, making Pasila among the top five for housing cost escalation in Helsinki. City analysts estimate the Gateway complex will enable more than 5,000 new jobs in the area while potentially easing pressure on apartment prices by growing the available housing stock. The average new-build rent in Pasila currently stands at €23.90 per square metre per month, compared to €17.80 citywide (source: Helsinki City Data 2026).
With demolition work now scheduled for November, and the site fenced off to pedestrians, officials advise nearby residents to expect construction-related noise and temporary disruptions to Ratapihantie through spring 2027. YIT says an information centre will open at Mall of Tripla in September to handle inquiries and publish traffic diversion maps. Residents interested in regulated rental units are encouraged to monitor Heka’s website for pre-leasing updates, likely to begin in late 2028.
